Do opponents have to pay resources to play cards from Hidden while Vex is in combat?

Yes. Cards played from Hidden by your opponents cost 1UNIVERSAL when Vex is in combat.

When a card with Hidden is played from its facedown state, it is played "ignoring its base cost" (CR 737.1.b). During step 3 of playing a card ("Determine Total Cost"), the following happens in order:

  1. Set base costs to zero (CR 353.1): If an ability or instruction allows you to "ignore" costs, set the base cost(s) to zero. Hidden cards played from facedown have their base cost set to 0.
  2. Apply cost increases (CR 353.3): Vex's ability increases enemy spell costs by 1UNIVERSAL. This is applied to the total cost even though the base cost is zero
  3. Apply discounts (CR 353.4): No discounts apply in this scenario

The total cost ends up being 1UNIVERSAL because cost increases are applied after base costs are set to zero.

Does Vex reduce Deflect costs when you play spells?

Yes. Vex's cost reduction applies to Deflect costs when you target an opponent's permanent with this keyword while she's in combat.

Deflect is a mandatory additional cost (CR 353.2.a.2, CR 735.1.d). When you play a spell or ability that targets an opponent's permanent with it, the Deflect value is added to your total cost during "Apply additional costs" (CR 353.2) when determining total cost.

Vex's 1UNIVERSAL discount is applied during "Apply discounts" (CR 353.4), which comes after additional costs are applied. Discounts can reduce additional costs, including to 0 (CR 353.4.d).
