Does Vex's triggered ability target the unit that was just played?
No, as the unit to be stunned is determined automatically, so no targeting ever occurs.
When Vex's ability triggers, the unit to be stunned is determined automatically — it is always and only the unit the opponent just played. Because no choice is ever made about which unit is stunned, the unit is not a target.[355.10.d]
This means targeting protection — such as "I can't be chosen by enemy spells and abilities" — offers no defense against the stun. Deflect similarly does not become relevant, since Deflect is only added to a spell or ability's cost when it targets an opponent's permanent,[809.1.d] which is not the case here.
