Can Lacerate target a unit that doesn't have 3 might or less?

Yes, Lacerate can target any unit, regardless of its might.

"Choose a unit" targets a unit,[355.7][355.9.a] and that choice carries no targeting restriction at all — "unit" only identifies the category of game object being targeted, not a restriction on it.[355.9.a.1] The instruction to kill it "if it has 3 might or less" is not part of the target description at all — it's a condition checked on the effect itself as Lacerate resolves. This is unlike a card such as Gust, which reads "Return a unit at a battlefield with 3 might or less to its owner's hand" — there, "with 3 might or less" describes the target, so it's a genuine targeting restriction and only such units are valid choices.[359.3.e.4]
