If an effect lets me play a permanent from face down to a battlefield other than where it was hidden, which battlefield can its play effect target?
The play effect can target only among options at the battlefield where the permanent was played, not where it was hidden, unless its own targeting restriction makes choosing there impossible.
Kennen, Keeper of Balance's play effect targets the unit it would stun, and Tornado Warrior's play effect targets the "something" it would empower. When Last Caress lets you play Kennen at a battlefield other than where Kennen was hidden, Kennen's play effect can target only a unit at the battlefield where Kennen was played. The same applies to Tornado Warrior: its play effect can target only something at the battlefield where Tornado Warrior was played. Its "here" also refers to Tornado Warrior's location as the ability's source, so its own text points to that same battlefield.
