Can I channel with Ruined Monastery if I have no cards in hand?
Yes, you still channel 1 rune exhausted with Ruined Monastery if you have no cards in hand. Its "discard 1 and channel 1 rune exhausted" wording does not use the "[do X] to [do Y]" form that creates a cost within instructions, so discarding is part of the effect rather than a cost. The impossible discard instruction is therefore negated, and the channel instruction still happens.
If it instead said "discard 1 to channel 1 rune exhausted," discarding would be a cost. With an empty hand, that cost would be impossible to pay, so you would not channel.
