Where can I play a gear with Deploy?
You can play a gear with Deploy only to a battlefield. That permission covers any battlefield regardless of who controls it or whether units occupy it.
Can an effect play a gear with Deploy to a base?
No. While the gear has Deploy, it can be played only to a battlefield.
Suppose a gear with Deploy that Lady of Clockwork has made into a unit gear is currently at base. When Temporal Breach banishes it, Temporal Breach instructs its owner to play it back to that base. The gear fails to finalize because Deploy restricts it to battlefields. The failed play is undone, returning the card to its owner's banishment.
